Even if you do not have blue cards, you can always purchase one from the Outpost. The recycler should be on the other side of the broken fence. The sewer branch monument has received some minor updates in the May 2021 update. The train station is located in the center of the large harbor because it is in an area with a lot of water. The blue keycard is hidden behind a green puzzle, and the only way to open it is to use a fuse and a green card. The term “small harbor” is used frequently to describe it. Most of these are low-tier crates with ordinary loot inside, although there are some military crates thrown in as well. There are 20-plus crates dotted around the Train Yard.
